    I fail to see why not. The only thing, IMO, to watch is that the shavings don't have too much Urea(pee) as that can burn plants. I remember chicken manure being a culprit for this in large doses because the pee is in the poo. Try it on one section and see what happens.
    Now, Mugwort looks like an interesting plant.
