Firstly the planning permit and building permit must be completed as approved and to go back and amend the permit could take months/ a year.

Secondly, many costs associated with building are fixed costs.

If (as you suggested) you halve the size of the facility, you may only reduce the costs by a small amount.

Let us allow the CAN exec team to make up their own minds about what is best.

Abandoning the cultivation and focusing on downstream value-add is probably the bad thing they could do.
