He didn't. Like most things here, it was likely just empty rhetoric and grand standing, nothing else. In order to take legal action one actually needs some evidence. Too many people have been reading "class action" lately and they too want to just through the words around without knowing what it actually entails.
You may as well save yourself the time and just write a cheque to the lawyers so that he/she can book their next skiing holiday and then take a hammer and pulverise all your toes. That's effectively what a shareholder feels by suing the very company they have invested their money in.
