The contracts are primarily with Japanese companies as I understand it, and many of them have their factories in China as do many multinationals.
China is the center of RE processing and even Molycorp has their largest operations there from my understanding. You ship to where the customer orders the material to go.
This will change as the RE industry becomes more transparent and global. China is losing many of its trade advantages such as cost of labor and slack environmental rules.
