can mst deliver if an order is placed?

My question is the important issue re MST's future. Can MST deliver if an order is placed and can they supply ammunition at high rates during a war? They cannot deliver if money runs out. They need government backing if an important contract is placed. I wouldn't place a contract with money upfront with a firm if I thought there was a risk of insolvency.
