I'm of the understanding that it was a number of local land owners own the remainder on various titles and this was the original issue. They had to consolidate all the titles then move on from there. I would imagine the 2 million the owners will get is money in their pocket now and a good deal.
It's a bit like do you want $2 million now or x amount a month over the life of the project.
Some people will take the cash up front some will prefer the income stream.
That's my take on it anyway.
