Nordesmic is correct, the bulk of the work will be completed by the Chinese company, AZG have offered to contribute (lets be honest they need the contract) but it is non binding.
The point of the non binding agreement is to share with the market the intention of the two companies.

If you watch the above video you will be able to answer the majority of your questions regarding the project as well as funding. It is inherent in the status of the stock as speculative that there are a number unknowns.
