My understanding of the situation is.
Before the Silex restructure and GLE's cut back GLE was funding development in total .
Development was carried out in Wilmington via the test loop, Oak Ridge (I don't know from disclosures that we ever got an idea what they were doing there) and Lucas Heights. One of the more recent conference calls indicated that they were working on full scale lasers here and were beginning testing whilst being funded by GLE.

Silex had people in Lucas Heights and assisting in Wilmington. (I don't know if they had people in Oak Ridge, I didn't see a disclosure on this)
Silex had an agreement with GLE that included a clause that GLE would fund development at a certain rate .
Then came the GLE slow down . GLE said they wanted to slow down and centralise. Lucas Heights and Oak Ridge would be canned , (can't remember the exact term used. URENCO related press unkindly used the word "mothballed" ). Cameco mentioned something like that it was GE's decision and they had a lot on their plate.

Silex mentioned something like some Silex people (I think not all ,maybe 5 or so) were made redundant. in Wilmington .

So from here I have not idea from disclosures what is really going on between Silex, GE and their partners . I appreciate management just can't come out and say so from here I can only guess.

Obviously the market thinks things aren't good. Silex has had their brains trust laid off and their home base no longer funded . So what can Silex do?
    1) Sack all it's intellectual and technical assets to conserve cash ? Let their talent blow to the wind ? (I know of a job going for a good laser man in Wilmington) Nope, might need these guys.
    2) Hope that GLE play "nice", do all the development on their own and just pay the huge royalties instead of adding 7-12% to their bottom line? Nope, I reckon GLE will do what's legal, not necessarily what's nice .

In my opinion, from an investors position on the outside, I think management are doing ok . I think they have adopted an approach something like - Hey, we can see the price of a SWU and the nuclear outlook post Fukashima . No one else is building new enrichment plants or mines profitably at these prices .
We'll give you some grace on the agreement . We acknowledge the economic realities and your expected profit margins . We believe you and will publicly support you . But along with you we also know the economics of our technology. We will also retain our expertise. We will continue to develop this technology which is all but proven despite the added financial burden put on us. We can afford it and thus own the core elements of our technology. Should we believe that deployment is profitable and GLE is still reluctant to move forward , then we reserve our right to take what we own elsewhere and commercialise it without you .
