Bush is torn between the arab oil states and the Israel lobby. His ultimate vested interest is the oil, but he has been advised the jews can stuff you up bigtime in the coming elections.
Most likely he and Cheney are panicked by the huge backlash in Arab states about the treatment of prisoners in Iraq. Hence the over the top righteousness about the war crimes.
