Sorry I can't agree with you 50ftCat because that assumes the lender knows the shares will fall when in fact he doesn't need to have an opinion either way.
Brokers are just like telephone exchanges. They have no interest in the rise or fall of the market just how many calls you make.
I do agree that all shorting should be reportable so that excessive market manipulation is more difficult.
