[The Kiev regime] not only ignored and sabotaged the process proposed by the Minsk agreements toward a peaceful resolution of the situation, but at the close of 2021 they publicly made it known that these would never be fulfilled.
They have also begun the practical steps toward their entry into NATO, and the Kiev regime made it known that they intend to have their own nuclear weapons, as well as outlined their route for it's delivery.
This was a very serious threat for the foreseeable future. Given the Western cooperation with Kiev in a technical sense, Kiev could have received very lethal weapons in the near future. Its target would of course be Russia.
Moreover, there was also a chain of biolabs, under the command of the Pentagon, which was carrying out a military biological programme. This includes experiments with the corona virus, anthrax, cholera, African swine fever, and other deadly diseases.
The evidence of these secret programs are now being quickly destroyed, but we have everything that we need to know that components of biological weapons were being created on the border with Russia.
Our numerous warnings that such activity carries a direct risk to Russia were rejected by both Ukraine and their patron states of USA and the EU, and with that a showy cynical neglect of concerns.
In this way, any diplomatic means of regulation were completely usurped. They simply left us no peaceful options that would allow us to solve the problems that we didn't create.
We were forced to begin the Special Military Operation. You will see the appearance of Russian forces around Kiev and other cities of Ukraine, but we do not intend to occupy this country. This is not an objective of ours, and I said this directly as well in my initial address [to the nation] on 24th February.
When it comes to the tactical operation designed by the Ministry of Defence of Russia and the General Base, it has justified itself. Our armed forces do everything within their power to avoid civilian casualties in Ukraine cities. And, I'm saying this for the first time, at the start of the Operation, the Kiev regime was given the option to take their military out of the Donbass in order to avoid this conflict. [They did not].
