My sister lives in a hotel in Dubai and the restrictions there are really severe. Her partner has to get a permit just to see her for a couple of hrs. Even inside the hotel where there is usually about 10 restaurants and bars running, these are all closed. Just the cafe is open for takeaway. I was there mid Feb (before the lockdowns and hotel bookings were down about 35% even then) Informed by my sis partner who does law work for hotels and Emirates. I would assume the number would more be like 70% now. UAE still getting big covid numbers daily and being in a dictatorship means they can play by their own rules. I wouldn't be confident things will get better there before anywhere else unfortunately.
