Its a reality that pandemics originate from 3rd world countries. G20 countries on the other hand have the nous and resources to have pandemic response plans in place ... but almost none appear to have because everything now is being developed on the run.
How hard would it have been for a responsible government to have war gamed a pandemic response any time in the last decade since SARS?
