I’d say you’re right. These things are always about stalling and delaying. Bureaucracy loves to meddle and confuse. I have little faith in any of the parties involved. I hate to be negative but It would be a miracle to get a clear or positive outcome for retail. Maybe you’ve caught me on a bad day, sorry.
