As far as I can tell, the recently signed trade agreement between China and US refers specifically to Scandium and Yttrium, neither of which are currently produced in the US, and neither of which are related to rare earth permanent magnet (REPM) production, which constitutes >90% of the value of the REE market.

The Pentagon remains committed to assist funding US rare earth and rare-earth permanent magnet (REPM) projects, part of an attempt to help create a domestic supply chain free from China.
