Sheet home the blame where it belongs that is with the authors of the legislation John howard and Phillip Ruddock. In my opinion the legislation was always going to end in tears. It was shonky in the beginning and that must have been known to both Ruddock and Howard lawyers of thirty plus years standing. Did they seriously believe for one moment that they could deal the High Court out of reviewing these matters? I think not. Cheers
