If we could overcome the aversion of various religions to birth control, we could very quickly get to a stage where we have a declining global population. Japan and a few other countries already have more deaths than births each year. If we could make this global via education, then we do not need to choose "who goes", the population will simply decline over time.

In 150 years, the population of Japan, currently around 100 million will be the same as Sydney at current birth rates
