Although the issue is at 10 cents and leads to dilution, it is a rights issue to the faithful (notwithstanding the low SP).
The directors are greedy enough to take 2 million worth of shares now. Otherwise they will not be able to buy the shares at such a low price, while also bringing cash to the company.
Therefore they could be planning for success rather than failure.
