In most cases a loss in your capital account can be carried forward perpetually. It will be lost when you die however, and you can only use losses in your capital account to offset future capital gains, not tax liability from your ordinary income.
From purely a tax point of view, people should sell to lock in their profits on the 1st July, because that way, they can enjoy their gains for a year before having to pay tax on it.
