I certainly agree with that as far as matches at club and junior level is concerned, but you wouldn't want a SOO game decided by send-offs. Nor for that matter would I want one decided by the number of players incapacitated by foul play. Maybe if a player is forced from the field as a result of foul play the offender/s should be sin-binned for 10 minutes, to even things up. That would need a rule change, I think.
