There's a world of difference between a cheap shot and a bit of biff.
A player can be very vulnerable while catching or carrying the ball. A mate of mine is lucky to be walking after a spear tackle back in the days before they were outlawed. He never played again and still has problems 30 -40 years later. They have been banned since any player today was a nipper so why do they still happen? I accept that a small man may need to develop a tackling style which puts him at risk of tipping someone beyond horizontal but one of the Maroons had his boots high in the air last night in a tackle. Very dangerous stuff.
