The "voices" candidates, independents, "independent liberals" stegall-style
are targeting Liberal seats.
Some of the margins are small, and a few preference shifts can make a difference.
In our local council a block of six controls the 11-seat council.
They hold a caucus before the real council.
ALP and Libs get close to half the vote each;
doesn't take huge numbers to spill.
