    Yes agreed, negative gearing and CGT could be bracketed.
    There are proposal to remove stamp duty and allow for a broader land tax.

    State governments should securitise future land tax receipts to plug revenue gaps created by the abolition of stamp duties, Australian Centre for Financial Studies research director Kevin Davis says.
    He is the latest in a long line of economists, scholars and public policy specialists - including the Productivity Commission in its landmark Shifting the Dial report last week - to advocate a stamp duty-land tax swap.
    This is because land tax is a much more efficient way to collect revenue; stamp duties impede economic activity because they discourage relocation for work or downsizing, for example.
    As Professor Davis notes, the key impediments to the swap are a major reduction in state budget revenue, particularly in NSW and Victoria, and a sense that making somebody who has already paid stamp duty then also pay land tax is unfair.
