They have almost abdicated any sort of responsibility for social housing to the private sector, they find it too hard to do, so after encouraging all and sundry to buy, buy, buy more houses they then double and triple dip to get every penny they can out of the housing industry.
It has nothing to do with making certain that the population is adequately housed and the poor have somewhere to sleep it is all about making money so they (the Pollies) have more to spend.

Yes and partly because the public demand a certain living standard, ie child care, welfare, pensions, family allowances, rent assistance, disability pensions ect.
