Makes sense, as it is expensive to transport hydrogen because it needs high pressures and does not liquefy, but is easily made in fixed chemical plants by electrolysis.
The carbon could be then made into methanol, and used in a fuel cell.

Or we could just make the coal we have in abundance, into petrol and diesel, by the sasol process
