Some interesting notes in the report:
Re:changes in MIGA..."these shifts are of relevance to the Dikulushi project as the underwriting and risk management processes took place prior to and after the changes were instituted. As a consequence, Dikulushi was subject to due diligence under both the old and new systems and had an unprecedented amount of time devoted to it."
It is unlikely that the presence of the Anvil mine has had any significant influence on the wider dynamics of conflict in the DRC or Katanga, against the backdrop of the complex, sustained, and often fierce conflicts in-country.
In addition, MIGA also undertook a detailed comparative analysis of the economic rates of return for the project under the two scenarios of the Mining Convention versus the New Mining Code. Although the overall returns to the investor are higher and returns to central government are lower under the Mining Convention, the returns to local communities were estimated as three times higher under the Mining Convention compared to the New Mining Code. On this basis, MIGA determined that the trade-offs were reasonable—particularly in light of Anvil’s commitment to have the benefits to the local community transparently administered by an independent NGO.
CAO understands that in recent months, Anvil has engaged with a number of organizations to obtain the specialist advice required to more systematically implement the Voluntary Principles.
Anvil isn't just a mining company. They have to be everything, (Council, social, ethical, security, etc,etc) before they can dig anything up.
Overall, I think the report highlights Anvils proactive approach to improving their conduct in the DRC, and ensuring compliance with everything from NGO's to MIGA communications. The report clearly identifies Anvil had to comply with the army's and government requests for transport.
This should be the end of the matter. The UN has reported, now the CAO. S&G don't have a case and what more can be said. Lessons learned for all involved.
