Plans change, I do know that MAK are paraniod about a TO, perhaps the strategy is to have a large number of shares in the hands of many holders instead of a large number of shares in the hands of a few.
A very good response to this offer could see sufficient cash on hand to commence mining at Arruwarra IMHO.
On the negative side and reading between the lines it does not seem that "easy cash" from other sources is available for the project and further that in the short term customers will not be signing on the dotted, so MAK , in order to maintain the production time lines are pushed into this action.
