cap raising: massive dilute for retail holders

From my first brush reading,look like a massive dilution for existing long term retail holders, in favour of the larger holders. Coupled with this, they get the opportunity to grab even more because their new shares will participate in the rights issue (which surprise, isnt underwritten).
