1. They don't need the money atm, as they have sufficient cash on hand for their short term needs.
2. This price would not be a great position to raise capital at by any means, with the prospect of Q1 2011 looking to add crucial announcements, now it's reasonable to expect it to be raised close to if not over $1 when it gets to that price; which I expect it to reach.
3. The financing announcement would need to be made before a capital raising announcement; even then I believe they will hold off the CR until needed, but will announce the expected portion they will associated with equity financing in the financing announcement.
