I used must in the past tense. I suppose I should have said "must have". In the interim the shareholders are acting on emotion despite the fact the company has said they have submitted the report to the Chinese Govnernment. Things are progressing as normal.
This happened in May 2011 as well. There was a prior announcement saying the company would update on positive unsolicited international projects in late May and the price only went to 5c a day after the announcement.
