Your points are all correct, mining is delay, they are changing the mining plan due to a historic stope. the production unit is a work in progress.
I personally believe the MOU won't be far off. this could be one reason they are doing a dual supply strategy.

The Qtr update should be out Monday / Tuesday. this should provide greater detail on the companies progress.
