Capital city arbitrage

Given many here would argue that Sydney and Melbourne valuations, whilst high, are nonetheless justified, shouldn't these people be taking advantage of the arbitrage between the major and minor cities that has historically existed, by selling out and getting into places like Adelaide for the inevitable huge gains?

I'd be interested in your views....
