Yes it is a good question.
The first "preliminary" scoping study was based on similar isr operations and not actual figures for Lance. Basically a start point to scope up the PFS.
The scoping study was also based on a 1.5m/lb plant. PEN is now costing for a 3m/lb plant. I haven't got the latest PFS details in front of me and I am on my iphone so too long to take another look. But I think you will find they have costed on producing 1.5m/lb but the plant will be a 3 M/lb plant unless they have changed back to 1.5 M/lbs p/a.
It would be interesting to hear this first hand though to clarify.
