Wind power now costs about 20% of what it did in the 80s thanks to mass production of the turbines. If CETO could do something similar then it could be quite viable in any market, particularly if it can provide more efficient desalination. It may also be viable in places that wind isn't and vice versa. CNMs lack of ownership of the technology is a concern as you are correct that exploitation of other markets could be more profitable even if Australia provides the initial test bed.
