A few points to consider with $ per MW when compared with solar:

1) Solar was over $8 per Watt in 2005 and has only recently been coming down in price (see http://www.humboldt.edu/~ccat/solarheating/NicholasFA2005/index.html)

2) The first Solar Panels were around in 1883 and were used by Nasa on space craft in 1958.

Solar has been around for a long time whilst wave energy is quite new. Thus you would expect the price per megawatt for wave energy to drop very quickly compared to solar energy.
