Barry what you have pointed out is that he doesn't want to scare the tenant away with a rent increase, which I would more call management. As with any business continuity of income is the key, take that away and he won't be able to pay his mortgage.
If he did care, why doesn't he drop the rent by $200 a week? No love there I would say.
