I remember having a ding-dong barny with a hay carter/transporter when he tried to charge me double the transport cost because he knew I wasreceiving a government subsidy for transporting hay (the millennium drought 2002 to 2010). My point being that bad actors will often take advantage of said subsidies/grants, and to add insult to injury, it distorts the free market in RE terms and is counterintuitive. A vote buyer at best.
