You wouldn't have to do all that, you would simply have a two parts of the process where a user would need to already have an options trading account to receive the options.
also it's not "free" it's bundled with the purchase. It's not like they are giving away shares for free those options still need to be executed or sold to have any real value.
The execution of those options themselves should delay any forthcoming CR anyways more money for the pool
