So, assuming WFL actually did raise some capital (who would know, they aren't letting us know anything), here and overseas, do they now need to return the money and perform a new capital raise for the new direction?

I would also like to understand this. Will a revised prospectus be released? Given the original intent of the capital raise has now changed. I would like to re-evaluate whether I want to throw more of my hard earned at this stock taking into consideration the change in circumstances.
