Re "...given the receipt of revenue was delayed (despite costs being incurred)".
Perhaps this has been raised elsewhere but why is there a discrepancy between the way that costs are reported, which seems to be according to accrual accounting, and the way that receipts are - which seem to be recognised only when money actually changes hands?
