I would hazard a guess & say the cap raising will be an issue to "sophisticated" investors and/or an institution (all in negotiation), plus maybe a rights issue (or SPP).
If they weren't negotiating with someone, I doubt they'd need to go into a trading halt.
I would also guess that the cap raising proceeds will go to speeding up developments, rather than being a necessity due to cashflow issues.
