capital raising drag

I noticed PRE made an announment about 1 month ago for issuing 19,250,000 at $0.02 each.

I am not sure who is getting these shares?

so have a whole bunch of investors just received shares at 2C? Is this why the price has dropped by almost 50% in the past month with all these people with the 2c shares selling for instant profit?

I had my finger on 'confirm' sell at 6C 1 month ago but then pulled away and decided to hold and wait. Oh well...
