Perhaps I'm oversimplifying it but this whole thing seems to basically be the confirmation of the deal with Sojitz. THe 250mil is equity and loan. I'm sure the equity part isn't just a donation, meaning it must be Lynas creating shares to sell to Sojitz.
Of course, if we got a fair price for the Crown deposit, instead of a cap raising, we'd probably have a share buyback lol.
