Of course they could just work hard to get things right, such that enough market confidence is there to push the heads into the mid 3 cent range, whereupon the EXMOs will be above strike, and therefore exercised!
That will bring in some more cash to the business without having to spend a lot of time and money sorting out a new rights issue.
