You did well to put on "??". At the time I didn't have the info I was looking for on the details of the CP farmin.
But now here is the scoop from the announcement. CP will spend the first close to $30M in year 1 ( 2012 ).
After that, IF co$t$ are in fact higher, NSE will also be on the hook.
BTW Prior to the cr NSE had about $4M in the bank, at the same time it needs to still cough up its share of the recent deepening, which , from memory, was $2.5M
Appears that the cr was urgently needed.
