To be honest, once it is in TH, whatever info you put out is not considered a breach of contract, unless you are specifically told not to do it.
I was once offered some shares while a stock is on hold (not PEK), and they never say you can't tell; in this case, since whatever you said cannot affect the share price anyway, it is ok to tell.
TH is there for a reason.
