Sharejon, my guess too is that the land is leased from the US feds.
The US Bureau of Reclamation owns the reservoir and dams. The SEA announcement map sort of hides the fact that a fair bit of the orange area (SEA's acquired acreage) is on water. So, only the US Feds would likely have those mineral rights under the reservoir.
