Of course not, zacma! I believe that a bit more than 20% of all shares are NOT in Australian/NZ hands and hence will NOT BE ABLE to participate.
To me one thing is for SURE: I would strongly prefer a CASHED up company than a financially weak one. After all the partners in the JV (and possibly other companies outside the JV as well) will keep eyeing FAR and IF too much weakness becomes obvious, FAR is at a certain risk - JIMHO, of course.
