The recent Quarterly had this line which didn't appear in the first Quarterly for the year,
"There is not a need to raise capital unless there is a large contractor a significant licensing agreement requiring significant working capital."
This line combined with a Target Revenue of $18.5 million for CY16 which is becoming less likely and the incessant drop in share price all points to a CR, IMO.
