"Just concerned about the dilution and sp drop as a result. Why buy at 9c when I could get it at 8c."

Company has a cap of $21M and would only need guessing $3M at most for a cap raise to have a longer runway (unless they are on buying out another company ) so to me increasing the shares on issue by 15% is not much dilution .

As to the $15K that is a maximum not a minimum , ie hypothetically IF the company went with a $15K maximum per retail investor ,then if you as an investor had only $1000 invested before the cut off period then you would be entitled to purchase up to $15K in rights , while someone with $30k would still only be allowed up to $15K in rights.
